Does anybody know the name of this movie? I think it’s set in France and this mad man kills women for perfume?

This weird man kills women then boils them after shaving them so he can preserve their scent and make it into a perfume. Its set in like the olden days, and it could be in Venice or somewhere like that. Any help appreciated.
